How to verify outbound policy access?

Hi,
We have a requirement that any upload for our webserver preferably goes through a particular WAN link. Thus I have setup an outbound policy with weighted algorithm of 10 is to 1. I have attached a screenshot of the outbound policy

However, the website seems very slow and when I monitor the active sessions I cannot find any outbound sessions on our webserver. Thus I cannot confirm if the rule is being applied correctly. Is there some other way to confirm this? Is my rule correctly set?

Your outbound policy rule will still send some sessions out the GO connection. Using the priority algorithm allows all sessions to be sent out the Melita connection, failing over to the Go WAN if the primary link goes down. Active sessions can be viewed under Status> Active Sessions. If you do not see any outbound sessions is it possible these are inbound sessions?
