How to allow two devices on the Same VLAN to see each other

I have a few VLANs set up on a Peplink SOHO MK3 running firmware 8.3.0. Each VLAN has its own SSID.

On VLAN-1 there are two devices, device-A and device-B, both connected to the same SSID. I would like to be able to ssh from device-A into device-B…

Connecting these two devices to a completely different router, device-A can ssh into device-B. But when i connect these devices to VLAN-1 on the peplink, calling ssh from device-A to device-B says “unreachable”. Ping fails with timeout.

I have made sure that “Block All Private IP” is NOT checked. I’m not sure what else to try, I’ve looked through all the settings and I do not see anything else that would prevent these devices from seeing each other. Correct me if I’m wrong here, it was my understanding that by default, devices on the same VLAN can and do see each other.

Check Layer 2 Isolation and disable it.

To see this option… go to ssid settings, choose " ? " and enable advanced settings.
