High speed internet via a Balance 30

Time Warner just upgraded our internet to 100 down and 10 up. With my Balance 20 in place I only get about 56 down and 4.8 up, with the Balance 20 out of the way, I get 120 down and a bit over 10 up. What am I doing wrong?
