Can the drop in unit control bandwidth available on the ports of the drop in unit?
Drop-in mode requires a NAT for the secondary WANs, so the secondary WAN networks need to be unique from the LAN/drop-in mode WAN network. If that is not an issue, there are ways to control bandwidth depending on the scenario.
