7.1.2 - and the previous firmware - have the same issue for me.
User Group = Guest - defined as a single IP.
Then, Individual Bandwidth Limit, for the Guest Group - Affects the entire subnet?
I also tried out Content Blocking and it worked on the Guest user group with the single IP.
(Update! It works if I set the User Group = Staff for the single IP)
