DHCP Option 132

I resell Yealink T46 phones and Peplink Balance 20 routers. The Yealink phones have DHCP VLAN enabled with option 132 as the default. I created a VLAN in the Peplink with a value of 2. For the extended DHCP option I added Option 132 with a Type of String and a Value of 2. When I plug in the Yealink phone, it pulls an IP from the default VLAN instead of VLAN 2. Should this work as I think it should and if so, what is needed to accomplish.

It should work as you described, are you passing all vlans on a managed switch?
