Confusing 8.5 release notes on SF and Transit Duo Pro

From the 8.5 release notes:

32716 [SpeedFusion] SpeedFusion Hot Failover, Smoothing, and Bandwidth Bonding are enabled by default, without requiring a PrimeCare subscription

Am I parsing this wrong, or is the Transit Duo Pro the only PrimeCare eligible device that doesn’t require PrimeCare for core SpeedFusion features? If that is correct then why the exception? And if I’m mistaken then what does the release note actually mean?

[EDIT] I found something online that seems to answer the question:

Bonding Remains After PrimeCare Expires - With firmware 8.5 installed, the MAX Transit Duo Pro routers will now retain a license to use SpeedFusion bonding, even after PrimeCare expires. This only matters if you are hosting your own SpeedFusion server - PrimeCare has never been required for SpeedFusion Connect bonding service purchased directly from Peplink.
