CLI System Reboot Cant Get Lock?

I have a MAX Transit with firmware 8.1.0. When I ssh into it and try to do a system reboot I get

system reboot Try to get lock. Please wait…

Can’t get lock.

It will not perform the reboot unless I log into to gui. Does anyone know what what “Can’t get lock.” means and how to fix this to reboot through CLI?

Please find the screenshot below. I have no problem to reboot my MAX Transit with CLI.
