To set you realistic expectations, it is unlikely you can merge your multiple PeplinkID into a single PeplinkID.
The best (and possibly only) place to ask about this is by creating a Peplink Support Ticket.
In the ticket, outline the three PeplinkIDs, where they are used and why you need them merged.
