It would be possible to setup a Captive Portal in InControl2 without using Peplink WiFi, We aim to allow a portal with VLAN from Peplink to redirect the guest client to the internet.

Yes. This is supported.
For router device, the Captive Portal settings is enabled at the VLAN settings. Any device connect to the VLAN will prompt for the captive portal access.
