Can pooled be transferred to another device if it uses all its quota?

As I have read, the pooled data is spread evenly across the number of devices (e.g. 100GB plan across 4 dev ices = 25GB each)

If one devices uses the whole 25GB quickly and another uses very little, can the data be distributed again?
