Can one use a peplink device (such as balance 20) as a web proxy?

Sorry if I should have been able to figure this out, I have read through forums/docs and am not quite sure. Obviously, there is the VPN capability, but I would be interested only in a web proxy and not full VPN of all my internet connectivity.
I have seen some posts about custom service forwarding, I think that might be what I am looking for but I am not sure.

Let me explain my need: just for visiting web pages (https://) I would like to set up a web proxy at one location.

The topology would be this:

(user somewhere on the internet) <—internet—> Cable modem router–Peplink device

So when the user opens https:///some.site.com the request would go through the internet to a cable modem, be forwarded by port forwarding or DMZ to the Peplink, then the peplink would relay the connection

So it would appear to the web site in question that the originating IP of the request was that assigned to the cable modem router

BTW this is NOT about netflix! lol… I see a lot of people posting that. this is for more general reasons for using proxies. I do not use netflix.
