Blocking end users from creating hotspots

We have three user groups on our ships - Bridge, Key Crew, Crew - and each gets a different level of bandwidth access. It appears that a few people with Key Crew access may be setting up hotspots on their devices, allowing their friends on Crew access to more bandwidth. We’ve been blocking suspected users until they are spoken to, but the crew switches out a fair bit, so it has become a game of Whack-A-Mole.

Are there ways to detect and block rogue hotspots with a Peplink Balance 305 or Two?

Implement a Captive Portal (from either InControl2 or within the router) with a daily limit; we have successfully used it with many customers.

The problem there is that the Key Crew folks need to have unrestricted access to do their jobs and communicate with HQ staff. If we place daily time or data limits on them, their combined personal and work communications will eventually prevent them from being able to communicate for work.

Maybe this is a feature that could work: Throttle Bandwidth once usage quota has been reached?
Within the captive portal you can limit bandwidth when the users hit a threshold. This way they can still have access however they will have a limited bandwidth.

We advise this for heavy users in a network.

That might be worth a try, but I suspect that the crew will use up all of their unthrottled bandwidth on Facebook and YouTube, and then complain that they can’t send a work-related picture when throttled. The other difficulty is that many are using both a work computer and smartphone for work and personal.
