Block websites from only a subset of LAN computers?

I’m struggling with the latest Mac OSX release on my child’s computer; parental controls block by default all https sites and the /etc/host file is completely ignored.

Is it possible with a Surf SOHO to block access to a group of specific websites for a subset of the computing devices in my home? e.g. block youtube.* from my child’s mac and tablet, but not from my spouse’s chromebook.

Introducing List-Based Web Blocking

So if I understand it correctly, I should put my child’s computing devices on a separate VLAN subnet and then apply the filtering to that VLAN subnet. Is this assumption correct?
