I’m using a Peplink Balance 580
I have tried to setup bandwidth control at my work place use t be having undesired results.
We have a10mb fibre line that we are sharing with 40 users and 91 devices in total.
I have set the max allowed bandwidth per client to 1mbsp up and down.
When I test my connection speed its shows Speedtest by Ookla - The Global Broadband Speed Test
1mbps speeds up and down.
However when I look in the client list I can see that some users are using up to 6mbps download.

I have setup user groups for staff on the following IP addresses.
192.168.2.0/24

192.168.3.0/24
