Yes, the limit on a Balance One is 2 L2TP tunnels

Also note 5: “IPsec only supports connection with Cisco, Juniper, Peplink or Pepwave devices.”. While it may work with your Synology, it’s not an implementation we’ve tested against.

Hey Scooter,
The Balance One is more for home office / satellite office use, so it’s not really designed for serving large numbers of encrypted connections. It’s great for making sure you have an uninterrupted connection to your main office or the internet in general, but the L2TP functionality is more for remote admin tunnels and site-to-site connections when you can’t use PepVPN connections.
