Balance 710 (8.4.1): Bandwidth Control upload limit not applied to User Group, download limit works

Hi everyone,

I’m running a Peplink Balance 710 on firmware 8.4.1 and have a problem with Bandwidth Control (QoS) that I can’t figure out.

Setup:

  • WAN: PPPoE, NAT mode

  • QoS > User Groups: three groups, Manager, Staff and Guest

  • SpeedFusion disabled

  • Manager has no bandwidth limit

  • Staff and Guest are both set to 5 Mbps download and 5 Mbps upload

  • Groups are defined by IP range and subnet

Problem:
The download limit works as expected: clients in Staff and Guest are capped at about 5 Mbps. However, the upload limit has no effect. Upload speed from a Staff or Guest client is the same as from a Manager client, with no throttling at all.

How I tested:
Speedtest from a client in the Staff group.

What I’ve checked:

  • The upload field in the group settings is set to 5 Mbps (not 0/unlimited)

  • Settings saved and applied

Questions:

  1. Is there a known issue with upload limits in User Groups on 8.4.1?

  2. Does the shaper depend on the WAN upload bandwidth being set correctly under the WAN settings?

  3. Is there any limitation with PPPoE WAN that could affect upload shaping?

Any suggestions or similar experiences would be appreciated. I can provide screenshots of the QoS BandWidth Control configuration or a diagnostic report if needed.
