Balance 380 / BPL-380 Screen Lock

Have a balance 380 that was handed down to us. On power up the screen displays only a line of bars.

Has anyone else encountered this issue?
Has it lost its firmware?
Can I SSH into the unit and restore?

Any help is appreciated. We have a USO requirement for which we would like to use this product.
