ARP not working when Wi-Fi WAN enabled but not connected

I recently installed a MAX BR1 Mini in my motorhome. I have Starlink connected as Priority 1 on the WAN port, Wi-Fi WAN on 2.4 GHz configured as Priority 2, and Cellular as Priority 3.

Through various troubleshooting I’ve found that if Wi-Fi WAN on 2.4 GHz is enabled but doesn’t have an IP address (device is cold standby or no WiFI AP selected), that the router doesn’t pass ARP requests/responses.

I’ve been testing from my MacBook (connected to router via WiFi) to various ESP8266 devices. I’ve been using “nping -arp ” in my testing. When Wi-FI WAN is disabled or has an IP address (Status is Disabled or Standby) everything works as expected (well out of 100 ARP requests I received 98-100 responses).

When the WiFi WAN connection is in Cold Standby or “Scanning …” the ARPs requests either always fail or will work about 2% of the time.

Is this a know issue (I couldn’t find anything) and is there a configuration solution to the problem. For now I’ll enable/disable the WiFi WAN connection as needed, but I’d like to avoid having to make this change every time I would like to use WiFI WAN.
