Does one of the Peplink routers allow me to set user based rules?

Not based on MAC address but on individual user ID.
For example when a child logs into any computer on the home network he/she has to enter a user name and password before getting access to the internet. Admin can set time slots / filtering / block or only allow access to certain websites or content.

Hi,

We can’t filter internet connection based in User ID.

Anyway you may enable Captive Portal with Radius or LDAP server authentication. Does this make sense to you?

Yes I kind of get it but that would go to far for a household purpose.
