Additional SpeedFusion WAN Priority Control

Feature Request: Additional control over WAN failover criteria for SpeedFusion such as maximum latency, jitter, and/or packet loss percentage. This should also include a hysteresis time to prevent undesired fast switching between priority levels. (Like a Cut-off Latency and Suspension Time setting which triggers failover to the next priority level)

Current state: If multiple WANs are used for a SpeedFusion tunnel, they can have different priorities; however, a switch between priority levels only takes place if a complete failure of the higher priority WAN occurs. Additionally, there is the “Cut-off Latency” setting for each WAN; however, exceeding this number will only exclude the degraded WAN from being used when there are other WANs available at the same priority level. The WAN Cut-off Latency will not trigger a failover from Priority 1 to Priority 2 WANs.

Example: I have a SpeedFusion tunnel with Cellular WAN 1 and WAN 2 (GEO SatCom). WAN 1 is set to priority 1 and WAN 2 is set to priority 2 because WAN 2 is expensive and billed based on data usage. At some point, there is significant congestion on the cellular network and WAN 1 becomes degraded. The latency on Cellular WAN 1 grows significantly. Even though the WAN is still up, the latency threshold is passed and the SpeedFusion tunnel fails over to the priority 2 connection, WAN 2.

@Steve w/ peplink can you look into this, this a great enhancement.
