We have two Balance Ones at one location, one is a backup just in case… If I were to connect the backup balance via LAN port instead of WAN, would i be able to remotely access and program it with the same settings (including public ip) as the live device without causing a mess?
Yes, as long as you do not have the stand-by Balance physically attached to the WAN. The two devices cannot share the same IP at the same time.

You will be able to reach the stand-by Balance web admin via the LAN interface IP.

You can download the config from the active Balance and load it on the stand-by to simplify building the config on the stand-by device.

You cannot use them in a HA pairing and have them both physically attached, manual intervention will be required for device fail-over.
