Wireless clients not picking up DHCP addresses

I have 3 Pepwave AP flex devices, strictly used for public access,on a separate vlan from our default network. The devices themselves pickup the correct DHCP address from the router (Balance 305), but any device that tries to connect to the wireless network is not being handed a DHCP address.

I also want to mention that captive portals are being used for this public network.

Any ideas on what I may be missing? Thanks.

@Nicolas_Delporte, I would suggest getting help from your purchasing point. This might need on-site troubleshooting. The log is showing the Balance 305 is assigning IP to particular wireless device multiple times in each 4-8 seconds. This should relate to your wireless environment there.
