traceroute to peplink from public networks

I am able to ping 8.8.8.8 from inside the network. and can use it fine.

It is connected to AT&T via a SIM card.

I cannot Traceroute to the router IP from outside the network

That’s because AT&T NATs your router’s access (unless your plan provides you with a static or otherwise publicly addressable IP address). The IP address assigned to your router within the AT&T network is different from the breakout address shown for your router at the gateway from AT&T to the internet.

You can see this in IC2 (e.g. for a Verizon connection in our system):

Cellular: Connected to Verizon Wireless (100.115.xxx.xxx)
(the router’s WAN IP address)

v.

InControl Detected IP: 174.193.xxx.xxx
(the breakout address the world sees).

(If you don’t have IC2 then you can compare your router’s Cellular WAN IP address with that reported by services such as myip.com or ipchicken.com. If they are different, then you’re NAT’ed.

Pinging (or connecting in an unsolicited manner) 174.193.xxx.xxx will not connect to the router.

Cheers,

Z
