Setting up a Verizon AC791L with a Balance 20

I plugged the Verizon AC791L into the Balance 20. I went to the network settings on the Balance 20 and Enabled the USB WAN Connection and applied the settings. It still however shows “Status = No Device Detected” on my dashboard for the USB WAN port. Am I missing something? The AC791L is set to tethered with Wi-Fi off and plugged into the Balance 20. I had confirmed earlier that the AC791L had internet access when I was connected to it as a Wi-Fi hotspot.
