Can two units of Pepwave Max HD2 multi-cellular router establish site-to-site PepVPN without the need of centralized Peplink Balance Router?
Yes, but only if the cellular connections can accept inbound traffic on TCP 32015 and UDP 4500 which is used for PePVPN/SpeedFusion.
However most cellular providers use carrier grade NAT so inbound traffic can not get through to the MAX devices and a central hub device (a physical balance or virtual fusionhub) with a public IP that does accept inbound connections is required to act as central VPN router to allow traffic to route between the MAX devices over the VPN.
