Port Closed by Still Allowing Access?!

Working on disabling on prem exchange today. So I disabled all of our port 443 firewall rules, but now if you access our IP on 443 it takes you to the peplink login on WAN!? Remote management on WAN is disabled so it’s unclear why this is even possible. I even added a Deny 443 rule at the top and it still comes up?!

I hope i’m just overlooking something simple.
