Pepwave Surf SOHO MK3 Android Tethering Issue

I have a Pepwave Surf SOHO MK3 router that is connected to my VZW Samsung Galaxy S6 via USB tethering along with a local (super slow flaky DSL) Wifi WAN as backup. I’ve recently been getting a rash of #007 errors in gmail so I did some digging. For the first couple of weeks the USB tethering appeared to function flawlessly, but now it is constantly bouncing back and forth between the USB and WAN connections for no apparent reason. I’ve tried restarting the phone and router which seems to lengthen the interval between the connection switching but still hasn’t eliminated the issue. I’m running the latest 7.0.0 build 1139 firmware. Any thoughts or suggestions on how to address this? If I use the phone as a Wifi hotspot it functions reliably, so I know that the 4G LTE connection is stable.
