Why such a radical difference regarding Incoming and which Firewall takes precedence, the Soho router or Ubuntu ufw?

Assuming your Ubuntu box is behind the SOHO then its firewall rules ultimately trump those of the SOHO - for that particular PC. The firewall rules can be confusing. Check out my response here where I tried to explain them and why they are the way they are:
