Max Transit Pro through a Switch is losing speed

I have a Max Transit Pro and I am trying to use a Netgear GS308E to expand ports and route a VLAN on one port. When I direct connect my PC to the LAN port I am getting between 100Mbps and 170Mbps. When I run the PC → Switch → Transit Duo Pro My speeds are cut down to under 20Mbps. I have also tried two other switches factory reset with no VLANs and they are having the same throttling effect.

Any ideas as to why this is happening? Is this a negotiation issue. Lights on both devices show 1000M. I am a novice at networking and understand just enough to be dangerous. For Dummies answers appreciated.

First question would be what else is attached to the switch and do you see the same issue if you just have your PC and the transit plugged into it?

yes I tried a different managed switch with just the pc and the transit. the switch was factory reset. I have now tried 2 tp-link and one netgear switches.

edit: I tried the configured switch with just the pc and pepwave. Same slow result
