Max HD4 Balance Cellular Data Usage

Pepwave Max HD4 with 2 simms in Cellular 1A and Cellular 2A both with priority 1.
Cellular 1 consumes around twice the data of Cellular 2.
If I move Cellular 1 to priority 2 it goes offline (Standby)
Cannot move Cellular 2 above Cellular 1 in Priority 1 section.

Is there a way to balance data usage without physically swapping simms?

Please share the screenshot of the Outbound Policy at Advanced > Outbound Policy in order for me to advise further. If the info is sensitive, please help to open ticket.

Please take note, the WAN links load balance is session based. Hence, it is difficult to achieve 50/50 load balancing between 2 WAN links.

You pointed me in the right direction, I have now changed Outbound Policy
from default (Lowest Latency) to Weighted Balance (simm 1 weight 5 and simm
2 weight 10).

With this configuration it is still consuming more data on simm 1? Should I
adjust the simm 1 weight lower than 5?

Currently no cards in simm 3 or 4 have left these at weight 10 in case we
add cards in the future.

I have tried 5:10, 2:10 and now 1:10 but simm1 is still consuming 4 times
more data than simm2?

Simm 3 & 4 not currently installed.

As mentioned here, Please share the screenshot of the Outbound Policy at Advanced > Outbound Policy. I need to know any other policy you have defined. If so, the defined rules may affect the usage of WAN links.

You have the HTTPS Persistence above the Default rule. Hence, outbound traffic for TCP 443 will not distribute according to the ratio you configured in Default rule. Please understand what services you used in your network then configure the desired outboud rule to route those traffics.
