Load Balancer Configuration

Hi guys, I’m seeking out advice on our Peplink Balance One Core.
We have 3 ISPs: ISP A with 100 Mbps plan and the B and C 2 with 50 Mbps plan

On the Real-Time Bandwidths, it shows the averages:

Aggregated Transfer: 23Mbps
ISP A: 76 Mbps
ISP B: 1 Kbps
ISP C: 2 Kbps

Based on this data, I think our Load Balancer is not working as intended. But I am also thinking maybe we need to upgrade our plan as we have around 30 users already. Currently our failover just does fine no problem.

Also when I download a file, it goes from 1 Mbps then slowly going down until it stop downloading.

With that, my question is: should we upgrade our plan? Is having 3 ISP with the said Mbps not enough anymore ? Or is there any misconfiguration on our Load Balancer? Can you only do Failover and Load Balancing go together or not or does it depends on the manufacturer?
