Load Balanceing and Redundancy

I have 2 ISPs and want to use something to BOND them together to get more speed and also to act as a backup should one fail.
what is the least expensive option I have for this with and without cellular backup as well?

Was hoping for a quick answer.

Speeds are
1 GB on one ISP
and 500mb on the other

I would love to have it so that they are both working together to provide 1.5gb speeds and if one were to go down then the other would still function. If for some reason both went down I would want the cellular connection to kick in at that point.
