L2TP VPN Server Becomes Unresponsive

I am using a MAX BR1 ENT in a hub and spoke PepVPN application. In addition, the BR1 ENT is an L2TP VPN server for remote users. It seems that the L2TP server becomes unresponsive and does not accept connections periodically. Restarting the associated modem allows connections again. This has happened at least 10 times. We removed PepVPN configuration from InControl and created everything manually on the modems to take one variable out of the loop.

Do you have any experience with this issue? What do we need to do to troubleshoot further?

I just restarted the VPN service to allow the customer to connect again.
