I travel a lot for work and notice plenty of public wifi routers limit traffic per single IP connected, so if one of my devices is using its full allowance, my other devices are slowed to nothing. I know you can connect to multiple wifis, but can you connect to one wifi more than once?

This is not possible based on current Wifi standard. You may consider Mobile Internet (LTE USB dongle) on Soho if available bandwidth for Wifi WAN is bad.
