is it possible to customize outbound policy when client try to access certain domain will be redirect to certain ip address.
we need to access intranet but each client set to google dns.

You need to turn on DNS service forwarding and add a static DNS entry with the IP address you want the clients to use. Now every time a client does a DNS lookup for that domain they will get the IP you have set.
