Health Check for Best Route

Regarding yesterdays problems with Level3 and Comcast, is there a setting that would detect the poor quality of a Primary Comcast connection (dropping packets) and fail over to a better quality AT&T connection?

Comcast was never down but the quality was so poor that VoIP was unusable. Does Health Check require the Primary to be offline before cutting over to the secondary?

You can fine tune the health check settings, however with outbound policy rules it is possible to use a preferred route with the priority algorithm for example. There is also an option to terminate sessions on link recovery so that LAN clients can get back on the preferred WAN when it recovers.
