Geolocation and ip problem

Hello Dears,
Can you help me with this :
1.Geolocation of appliances does not work in Cameroon. All are located in the US. Problem of identification of Cameroon IP?

2. A customer located in Douala with 1 dedicated connection with fixed IP and 4 ADSL connections Dynamic ip fiber. the address assigned to the firewall is fixed. The one on the peplink router also fixed or can be dynamic?**
