Is there an option to exclude a network provider when roaming, we have ships sailing on the Nordseeusing the Pepwave MAX BR1 and they are using an unlimited Vodafone SIM for roaming data near the coast, Lately there is a new provider TEMPNET that connecting to the device and they are automatically connecting to this very expensive provider. thanks in advance for answering this question

Almost, instead you whitelist the networks you do want to use. In the cellular details page under carrier selection click on the blue question mark and the link in the tooltip:
Then you can either put in a list of PLMN codes or you can click manual to get the MAX to scan for available operator networks and choose the one you want (careful though as the process of scanning necessarily disconnects the cellular connection).
