If I have two SIM cards from two different service providers installed in my MAX BR1, can I “double” my speeds by using both of them at the same time or is it only a failover situation?

Unfortunately not, whilst the BR1 has 2 SIM “Slots” it only has one Cellular modem and therefore it can only use one of the SIMS at a time.
You wouldn’t necessary double speeds, but you could use 2 SIMS in a HD2, HD2 Mini or Transit Dou as these devices have 2 cellular modems. The HD2 Mini and the Transit Dou have 2 SIM slots per Cellular modem (so you can install 4 SIMS in these devices and they will use 2 at the same time).

Just to build on Steve’s comment:
The Transit Duo is absolutely lovely and has a rather compelling price point - it does the WAN balancing across the two radios (thereby doubling the bandwidth available) and with the additional failover SIM card for each radio you can get the safety of using up to four different carriers (probably a bit too much), or you can employ this to manage your bandwidth caps by (e.g.,) having four SIM cards from a single carrier, switching from card A to B for each radio when the cap has been reached for that radio.
For instance, with Verizon capping at 15 GB/month per tethered line you can get 60 GB/month for $80 using the Transit Duo (on their unlimited plan).
You can add a speedfusion license if the load balancing is suboptimal for your needs, for another $1,200 per Transit Duo unit.
