DNS Timeouts on Blocked Domains Slow Down Web Browsing

I am using the Balance 20’s “web filter” features to block specific domains (e.g., doubleclick.net) and specific categories (such as Ads, Pornography, etc.). If a user tries to go to such a domain, it gets blocked as expected. However, the side-effect to this is that when a a user loads a web page that uses a resource (image, cookie, etc.) from a blocked domain, the page takes a very long time to load because the browser is waiting for the domain name to resolve. It keeps waiting until it ultimately time outs. This makes web browsing very, very slow regardless of the connection speed.

Would it be possible to have all blocked domains reply right away with some kind of 404 response, or a NX no found, or something like that so the browser is not waiting for a domain lookup time out? This makes the web filter feature almost useless, because I have to keep excepting domains that cause pages to slow-down and instead I’m relying on third-party domain blocking services like Norton and Open DNS.
