do the following support dynamic DNS?

USB WAN port of Balance 20/30?
USB WAN port of MAX-700?

Yes, the USB WAN ports of both products support dynamic DNS. Keep in mind though that some carriers hand out NAT’d IP’s and also block some incoming ports, such as 80.
