i am able to connect to wifi hotspots with the Max4HD using the wifi function on the dash board, but i am unable to connect to the cellular hotspot i created with my cell phone. is that normal? is there a particular setting to use or is it just not possible?

You should be able to as long as the HD4 is on current firmware (6.2.0). What is the cellular provider that you are using and is it off a iphone by chance?
