is it possible to have 2 ISPs one that is ADSL and the other HSPA Mobile Networks setup so that 1 is for upload and the other for download? or combined both to make internet go faster? on a Home network it has to be cheap(I can’t afford Windows Server 2010)

You can’t achieve upload for WAN1 and download for WAN2 or combine 2 internet links by having 1 unit of Balance router.
Your requirement only can achieve by using SpeedFusion Bonding. SpeedFusion Bonding requires a pair of Balance router. Please find here for better understanding.
